On April 11, Huang Siguang, Secretary of the Communist Party of China (CPC) Working Committee of the Yangling Agricultural High-tech Industrial Demonstration Zone (the "CPC Working Committee"), presided over a study meeting of the Theoretical Study Central Group of the CPC Working Committee (the "Group"). The Group studied the important instructions made by General Secretary Xi Jinping at the sixth plenary session of the 19th CPC Central Commission for Discipline Inspection (CCDI), General Secretary Xi Jinping's important remarks on the holistic approach to national security and the national cyber development strategy, instructions of General Secretary Xi Jinping, Premier Li Keqiang and the leading comrades of the CPC Shaanxi provincial committee and Shaanxi provincial government on public complaints, and part of the Groundwater Management Regulations and the Regulations on Guaranteeing the Payment of Wages to Rural Migrant Workers. The meeting also invited Lu Shanbing, Dean of the Modern College of Northwest University, to give a speech entitled "Opportunities for Yangling Brought by the Development of the SCO and the Construction of the Agricultural Base of SCO". Shi Gaoling, Deputy Secretary of the CPC Working Committee and Deputy Executive Director of the Management Committee of Yangling Agricultural High-tech Industrial Demonstration Zone (the "Yangling Demonstration Zone"), and He Ling, Deputy Secretary of the CPC Working Committee, attended the meeting.
As the meeting stressed, the leading cadres at all levels and departments must be determined to promote learning and improve theoretical guidance with perseverance and sustained efforts, following and studying the latest important speeches, statements and instructions of General Secretary Xi Jinping in a timely manner. They must constantly strengthen their consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; uphold comrade Xi Jinping's core position on the CPC Central Committee and in the CPC as a whole, and uphold the CPC Central Committee's authority and its centralized, unified leadership; and acquire a deep understanding of the decisive significance of the establishment of both comrade Xi Jinping's core position on the CPC Central Committee and in the CPC as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to further improve political judgment, understanding and execution, and effectively identify and solve problems with the innovative theories of CPC to promote working abilities. With the determination to strengthen responsibilities and firmly prevent risks, the leading cadres must further strengthen awareness of potential dangers, risks and responsibilities, persist in considering the worst-case scenarios, tackle tough issues head-on, prevent risks and resolve conflicts to ensure overall social stability and harmony. With the determination to abide by principles and comply with rules and discipline, the leading cadres must work hard to keep clean governance by complying with the CPC Central Committee's eight-point decision on improving conduct and staying engaged with the people, paving the way for a successful 20th National Party Congress with effective work style and work results.
The meeting pointed out that Lu's speech, with foresight and broad vision, is highly relevant to and provides significant guidance for the high-quality development of Yangling in the new period with new opportunities. For the government and Party officials of the Yangling Demonstration Zone, the speech is beneficial for them to raise their political stance, deepen their thinking and awareness, expand their innovation vision, enhance their efficiency in work style and make innovations in work approach. The Yangling Demonstration Zone must further raise its political stance, deeply understand the significance of the construction of the Agricultural Technology Exchange Training Demonstration Base of Shanghai Cooperation Organization (the Agricultural Base of SCO) and effectively enhance the sense of responsibility, urgency and mission based on the positioning of a "national team", to work effectively in the construction of the Agricultural Base of SCO.
